I've uploaded a screenshot of what my VM's look like when they are waiting to boot. I'm running VMware Fusion version 11.5.7 on a MacBook Pro running macOS Mojave v 10.14.6. In every other regard, the issues plaguing your macOS performance would also affect a Windows or Linux VM's performance. How can I correct this? I'd expect a long delay & timeout from Safari when trying to load a webpage it can't reach but booting one of my VMs should not require internet access at all. A macOS VM may perform jittery compared to ones with Windows or Linux, but that's only because of the lack of proper drivers for the virtual GPU. I've noticed the time it takes Safari to timeout & say I have network problems is the same as the time it takes my VMs to boot. The upgrade was relatively easy, but VM Tools was very slow to update on one XP VM running at the same time as a Windows 7 VM - on a 6-core 3.33GHz Mac Pro. If there is a router on the LAN without internet access I can get my VMs to boot right away by reconfiguring my Mac's network settings & removing the router's address. If my Mac host is connected to a LAN which also contains a router without an internet connection my VMs take anywhere from 3 - 20 minutes to boot. The Macs Activity Monitor (go to Macintosh HD > Applications > Utilities > Activity Monitor) can be used to view all running applications and processes on the Mac. If my Mac host is connected to a LAN which also contains a router with an internet connection my VMs boot right away.If my Mac host is not networked my VMs boot right away.If another program is using a high amount of CPU, it is either in the middle of doing something or is having a problem and should be investigated. After I installed it, the cursor was VERY slow so I installed the tools as advised and the cursor went faster, however VmWare remains EXTREMELY slow. I don't see why networking of the host has anything to do with a VM actually booting but I can reproduce the problem by tinkering with my network settings. If a process other than vmware-vmx is using a high amount of CPU, it may cause the virtual machine to perform slowly because the Mac is unable to allocate enough CPU resources to the virtual machine. I installed VMWare fusion and I currently use Parallels. The way my Mac host is networked seems to have something to do with this problem. Once they finally boot the guest OS's start & run normally. Sometimes my guest OS's are very very slow to boot.
